King Louis XVIII sits in his study, annotating Horace with indifference to Blacas's fears. He listens to Dandré's reports on Napoleon with mockery and skepticism, dismissing the threat of a conspiracy by asserting the strength of his government and the Coalition. He eventually summons Villefort, listens to his report with interest, and agrees that the situation may be serious, though he remains outwardly calm and scholarly.

King Louis XVIII reacts with anger and alarm to the news of Napoleon's landing, berating the Minister of Police for his incompetence and praising Villefort for his timely warning. He awards Villefort the cross of the Legion of Honour, orders him to leave for Marseille immediately, and questions him about his relationship with his father, Noirtier, before sending him off.
