Sevanna oversees the interrogation of a Seanchan captive and confronts the other Wise Ones about their fear of the Seanchan and their loyalty to her leadership. Later, she presents an Oath Rod to Galina Casban to extract a sworn oath of obedience, before arguing with Therava over the council's decision to move the Shaido east rather than north.
