Sebban Balwer — aliases: Niall's secretary

Sebban Balwer, Niall's secretary, enters the room after the murder and announces the death of Niall to the assembled Lord Captains. He carries Valda's orders to call a meeting of the Council of the Anointed, appearing nervous and avoiding eye contact with the bodies on the floor.
