A timid, middle-aged neighbor conducting a door-to-door campaign for Civil Defense. She visits the Black household where Junie is unavailable, then proceeds to the Gumm/Nielson house to recruit Ragle Gumm for a disaster instruction class, which he accepts.

Mrs. Keitelbein recruits Ragle for her Civil Defense class, fails to locate her ledger of sign-ups, and asks him to help her son move a heavy desk from the basement to an auditorium.
Chapter 11
Mrs. Keitelbein
Mrs. Keitelbein recruits Ragle for the Civil Defense class, which she conducts in her home. She introduces her son Walter's model of an underground factory and answers questions about nuclear war and pilot training.
Chapter 13

Mrs. Keitelbein appears as a clerk in the drugstore, locks the door, and explains to Ragle that the town is a moving set in Wyoming, that he was made to forget his mission, and provides him with a reorientation kit containing biographical and historical materials about the war with the lunatics.

Mrs. Keitelbein explains the truth about Ragle's withdrawal psychosis and the artificial environment of Old Town. She validates Ragle's decision to join the Lunar colonists and arranges for him and Vic to be dropped off on the highway, confirming that Ragle is making his second trip to Luna.
